Alas, Poor Yorick

Hamlet with banjo-playing rabbits. Puzzling. This is from the Abecedarian, which specializes in "inexplicable images from the past." Some of them actually make perfect sense if you know what political or moral debate is being referenced, but some, like this, are just plain weird.

The art puts me in mind of the 1970s and 80s, but I'm grasping at straws trying to put it to a reference. Maaayyybbbeee it's some weird reference to Jimmy Carter and the infamous swamp rabbit incident?
