That's clearly utter nonsense.
Really? Not if you truly believe that democracy-- even representative democracy-- is superior to government by military force.
Technically there's some ground for discussing the potential for a so-called "enlightened despotism" or similar, but from past experience I think it's clear that's not what pithom had in mind...
