I am starting to see lots of headlines like "Done Deal" and "It's On." Insiders are saying that the House Democratic Caucus has accepted that they need to pass the Senate bill along with a separate "patch" of changes, which the Senate will try to adopt via budget reconciliation. But since the House will have passed the Senate bill, that would become law even if reconciliation fails.
Amazing.
If this happens, it will be a real victory for Obama, who used his debate with Republicans to put Scott Brown's election in the past and get Democrats back to work.
