If nothing else, Rick Perry has proved that having lots of money to spend doesn't make you a viable political candidate by itself. He far outspent even Romney but finished fifth, well behind the no-money Santorum. Some of the people most agitated about political reform seem to think that voters have no minds at all and can be easily manipulated by clever ads. I think ads matter when they remind people of things about the candidate that they like or don't, as with the savage beating Gingrich took about being a Washington insider. Those ads worked because they were true. Rick Perry's ads touting him as a great choice for President failed because they were obviously not true.
