The Historian's View

Tim Weiner is the author of a history of the CIA called Legacy of Ashes, and he has very good contacts inside the CIA and other branches of the intelligence services. His view of the Bush/Cheney torture program:

“The debate’s over,” he said. “Torture stained the honor of the United States.”

I really hope his sources speak for the Agency as a whole.
